【摘要】:1.1Thistestmethoddescribesthenondestructiveassayofscraporwasteforplutoniumcontentusingpassivethermal-neutroncoincidencecounting.Thistestmethodprovidesrapidresultsandcanbeappliedtoavarietyofcarefullysortedmaterialsincontainersaslargeas208-Ldrums.Thetestmethodappliestomeasurementsof238Pu,240Pu,and242Puandhasbeenusedtoassayitemswhosetotalplutoniumcontentrangesfrom0.01to6000g(1).1.2Thistestmethodrequiresknowledgeoftherelativeabundancesoftheplutoniumisotopestodeterminethetotalplutoniummass.1.3Thistestmethodmaynotbeapplicabletotheassayofscraporwastecontainingotherspontaneouslyfissioningnuclides.1.3.1Thistestmethodmaygivebiasedresultsformeasurementsofcontainersthatincludelargeamountsofhydrogenousmaterials.1.3.2Thetechniquesdescribedinthistestmethodhavebeenappliedtomaterialsotherthanscrapandwaste(2,3).1.4Thistestmethodassumestheuseofshift-register-basedcoincidencetechnology(4).1.5SeveralothertechniquesthatarerelatedtopassiveneutroncoincidencecountingexistTheseincludeneutronmultiplicitycounting(5,6),add-a-sourceanalysis(7),andcosmic-rayrejection(8).Discussionsofthesetechniquesarenotincludedinthismethod.1.6Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
